Monaco moves to regulate crypto-asset services under new bill

The Princely Government has tabled legislation to tighten the legal framework governing crypto-asset services, bringing Monaco into line with FATF anti-money-laundering standards.
A government bill tabled this week sets out to modernise Monaco's legal framework for crypto-asset service providers, responding directly to the rapid growth of digital-asset activity in the Principality and binding recommendations from the Financial Action Task Force (FATF) on combating money laundering and terrorist financing.
The proposed legislation would establish clearer compliance obligations for firms offering crypto-related services from Monaco, aligning the Principality with international standards that have already been adopted across much of the European Union and neighbouring jurisdictions. For a financial centre of Monaco's standing, meeting FATF benchmarks is a practical necessity as well as a reputational priority.
The bill now passes to the National Council for examination. If adopted in its current form, it would represent the most substantive update to Monaco's digital-asset regulatory architecture to date, with direct implications for fintech operators, wealth managers and any business handling crypto transactions within the Principality.
