Government Tables Master Plan Law for Monaco's Urban Future

The Prince's Government has submitted draft law Bill No. 1126 to the National Council, establishing a formal master plan to govern urban development across the Principality.
Registered by the General Secretariat of the National Council on 1 June 2026, Bill No. 1126 sets out a framework for long-term urban development and planning across Monaco. The submission marks a significant step towards codifying how the Principality manages land use, construction and spatial development in one of the world's most densely built environments.
For property owners, residents and developers, a statutory master plan would introduce a clearer, more structured basis for planning decisions, replacing what has historically been a more fragmented approval process. The draft law will now go through the National Council's legislative committees before any vote on adoption.
