State housing allocation rules change in Monaco from November

By Zak Jackson, MonacoViews Editorial

From November 2026, applicants for domanial housing in Monaco will choose their preferred properties directly, with no allocation outside their selection.

Anyone applying for a state-owned flat in Monaco will see the process change significantly from next month. Under the new system, candidates will be able to select several logements domaniaux through an online service, rather than being assigned a property they did not request. The principle is straightforward: a home that has not been chosen by the applicant will no longer be allocated to them.

The reform also increases the number of allocation commissions reviewing applications, intended to speed up decisions for the thousands of residents on waiting lists for subsidised housing across the Principality. Domanial housing remains one of the few routes to affordable accommodation in Monaco, where private rents and purchase prices are among the highest in Europe, and the system has long been criticised for its opacity and lengthy delays.

For residents already on the list, the shift to a digital téléservice should make tracking applications more transparent, while the ability to rank multiple preferred properties gives applicants more control over where they end up living. The changes take effect in November 2026, and anyone with an active application is advised to check the updated procedure through the relevant government department.
