Béatrice Moure named deputy prosecutor at Monaco court

Béatrice Moure has taken up her post as deputy public prosecutor at Monaco's Palais de Justice, replacing Emmanuelle Carniello.

A new face has appeared at the prosecutor's bench inside the Palais de Justice on Rue Colonel Bellando de Castro. Béatrice Moure took up her role as substitut at Monaco's parquet général on Monday 7 September 2026, stepping into the position previously held by Emmanuelle Carniello.

Moure arrives in the Principality on secondment from the French government, a long-standing arrangement that sees French magistrates placed within Monaco's judicial system under the bilateral agreements governing cooperation between the two states. It is a route that has shaped much of the senior personnel at Monaco's courts over the years, with postings typically running for several years before rotation back to France or on to another jurisdiction.

For residents and businesses with matters before Monaco's courts, the change in personnel at the parquet général is worth noting. The substitut plays a direct role in criminal proceedings, representing the public prosecutor's office at hearings, and any shift in who occupies that chair can influence the pace and tone of cases moving through the Palais de Justice in the months ahead.
