About Parc Saint-Roman (La Tour)

Parc Saint-Roman is a major residential complex at 7 Avenue de Saint-Roman, 98000 Monaco, positioned within Monaco’s La Rousse-Saint Roman district on the eastern edge of the principality close to the French border. Completed around 1982, the development consists of a prominent high-rise tower reaching approximately 33 floors and around 108 metres in height, together with a lower residential section known as Les Terrasses, all arranged around extensive landscaped gardens and private parkland.

The complex occupies an elevated hillside position overlooking the Mediterranean, allowing many apartments to benefit from panoramic sea views, strong natural light exposure and open visibility across the coastline, Cap Martin and Monaco-Ville depending on orientation and floor level. Higher apartments particularly benefit from uninterrupted coastal outlooks and broad exterior terraces.

Architecturally, Parc Saint-Roman reflects Monaco’s large-scale luxury residential development era of the late 20th century, combining high-density tower living with unusually substantial landscaped open space. Compared with several newer Monaco developments built around smaller plots, the residence is notable for the scale of its communal gardens and recreational infrastructure, creating a more open and greener environment than many surrounding eastern district buildings.

The complex contains several hundred apartments ranging from compact studios through to substantial family residences and expansive penthouses extending beyond several hundred square metres internally. Many units include broad terraces overlooking the sea, gardens or surrounding coastline. Layouts generally prioritise spacious proportions, practical long-term living and strong indoor-outdoor connectivity.

Renovation standards vary depending on ownership history. Numerous apartments have undergone significant modernisation with integrated climate systems, upgraded kitchens, contemporary bathrooms and more open-plan reception areas, while others retain interiors associated with the original development period.

The residence includes a 24-hour concierge and security service, large outdoor swimming pool with surrounding solarium, fitness facilities, sauna and wellness areas, extensive private landscaped gardens and secure underground parking infrastructure with a substantial number of parking spaces. Compared with many neighbouring developments, Parc Saint-Roman offers a more comprehensive leisure and recreational environment within the residence itself.

One of the building’s strongest advantages is its balance between scale, greenery and connectivity. Residents remain relatively close to Larvotto Beach, Avenue Princesse Grace, the Grimaldi Forum, international schools, supermarkets, restaurants and local services positioned throughout La Rousse-Saint Roman and neighbouring coastal districts.

The surrounding district maintains a calmer and more residential atmosphere than Monaco’s central commercial areas, with stronger emphasis on permanent occupation, family living and everyday practicality rather than tourism and luxury retail intensity. The proximity to the French border also makes the area particularly convenient for cross-border travel and Riviera road access towards Cap Martin, Roquebrune-Cap-Martin and Nice Airport.

Monaco’s pedestrian infrastructure, public lifts and road network additionally provide relatively efficient access towards Monte-Carlo, the Carré d’Or and Port Hercule despite the elevated hillside positioning.

Parc Saint-Roman tends to attract families, professionals and international long-term residents looking for larger apartment proportions, integrated amenities and a greener residential environment within Monaco. Its appeal comes from panoramic views, extensive communal infrastructure and landscaped surroundings combined with practical access to Monaco’s eastern coastline and central districts.

We have lived here for eight years and would not move. The building management handles everything efficiently. The new pool is gorgeous. Sea views are unobstructed and the proximity to Hotel de Paris and the Metropole is perfect for daily life.

Outstanding residence. The sea views from every floor are breathtaking and the concierge team is the best in Monaco. Pool area recently renovated to an exceptional standard. Parking is spacious with good security. Truly a world-class address.

Beautiful building with an incredible location next to the Casino. The apartments are generously sized. Only downsides: the lifts are often slow during peak hours and some common areas could use refreshing. Still one of the best addresses in the Principality.

Dec 2025

Location is perfect but for the prices charged the building shows its age. Hallway carpets are worn, the gym equipment is outdated, and weekend noise from the Casino area makes it difficult to enjoy the terrace. Expected more for EUR 80k per square metre.
