The ruling, handed down on Tuesday ahead of the 21:10 tip-off at Paris La Défense Arena, ends any hope of a last-minute reprieve for the Principality's club.
Strazel's absence is a significant blow to a Roca Team side that has fought back to reach a deciding fifth game in what has become one of the most closely contested finals in recent Pro A memory. The federation's chamber gave no indication it would revisit the sanction, leaving Monaco's coaching staff to reshape their rotation for the highest-stakes match of the season.
A win in Paris would deliver the Pro A title to the Principality. Defeat ends the campaign at the final hurdle for the second time in three seasons.
