The National Council has approved new rules strengthening the right to a bank account in Monaco, a change that gives both individuals and businesses more leverage when dealing with unresponsive lenders.

Under the previous system, applicants had to wait for a formal written refusal from a bank before they could pursue further action, a process that could leave accounts in limbo for months with no clear next step. The reform removes that requirement, meaning a bank's silence can now itself trigger the applicant's right to escalate the matter.

For residents and business owners in Monaco, where opening an account can already involve lengthy compliance checks, the change offers a firmer legal footing when applications stall without explanation. It is a practical adjustment aimed at closing a gap that had left some applicants, particularly newer residents and small businesses, without recourse when banks simply did not reply.
