Monaco strengthens disability and elderly care with new law

By Zak Jackson, MonacoViews Editorial

The Principality has passed a sweeping reform of its disability framework law, the latest step in a programme of social policy changes begun in 2022.

A new framework law on disability has been adopted by Monaco's government, representing the most significant overhaul of the Principality's disability policy in several years. The reform is designed to better reflect the full range of circumstances faced by disabled residents, moving away from a one-size-fits-all approach.

The legislation builds on earlier measures, including the 2022 decision to deconjugalise the disability allowance and the elderly disability allowance, a change intended to give recipients genuine financial independence regardless of a partner's income. That was followed in 2023 by the launch of a broader national disability policy.

For residents and families navigating disability or age-related care in Monaco, the new law signals a continuing commitment to bringing the Principality's social protections in line with its wider ambitions. Practical details on implementation and eligibility changes are expected to follow as the legislation comes into force.
