Monaco moves toward same-sex civil unions with marriage-equal rights

Minister of State Christophe Mirmand has outlined draft legislation that would create a civil union open to same-sex couples, carrying the same legal rights as marriage.
Christophe Mirmand, Monaco's Minister of State, has detailed the government's draft bill to introduce civil unions in the Principality, a significant legal step that would extend to same-sex couples the same rights currently reserved for married partners, without adopting the term "marriage" itself.
The proposal marks a carefully considered position from the Palace-appointed government, threading the needle between the Principality's traditionally conservative social framework and growing pressure to align with rights standards already in place across neighbouring France and much of Europe. Mirmand's involvement in publicly articulating the bill signals that the legislation has executive backing at the highest administrative level.
For Monaco's resident community, including the many international couples who have made the Principality their permanent home, the practical implications would be substantial. Equal civil status affects inheritance rights, residency entitlements, tax treatment and access to state services, all of which currently favour married couples.
