Monaco launches three-year anti-corruption strategy

The Principality has published a formal 2026-2028 anti-corruption strategy for senior executive functions, responding to Council of Europe recommendations issued in June 2024.
A new three-year anti-corruption strategy, covering the period 2026 to 2028, has been launched by the Monegasque government, setting out measures to prevent corruption and strengthen integrity among senior executive office-holders in the Principality.
The strategy responds directly to recommendations made by GRECO, the Group of States against Corruption, which forms part of the Council of Europe. GRECO adopted its evaluation report on Monaco in June 2024 under the fifth evaluation round, which focuses specifically on corruption prevention and the promotion of integrity within central governments. The strategy was developed by Monaco's Steering Committee for its global anti-corruption framework.
For residents and business owners, the initiative signals a continued commitment by Monaco to aligning its governance standards with international norms - a factor that carries weight for institutions, investors and multinational entities operating from the Principality. Compliance with GRECO recommendations is a condition of Council of Europe membership and Monaco has been a member state since 2004.
