Monaco launches 2026-2028 anti-corruption strategy

By Zak Jackson, MonacoViews Editorial

The Principality has published a three-year anti-corruption strategy for senior executive functions, responding directly to Council of Europe recommendations issued in 2024.

The Monaco government has adopted a formal anti-corruption strategy covering the period 2026 to 2028, targeting the conduct and integrity of senior figures in the central executive. The plan was developed in response to recommendations made by GRECO, the Council of Europe's Group of States against Corruption, following its evaluation of Monaco completed in June 2024 under the body's fifth assessment cycle.

GRECO's fifth cycle focuses specifically on preventing corruption and promoting integrity within central governments and law enforcement agencies. Monaco's strategy represents its structured response to that process, bringing the Principality into closer alignment with the governance standards expected of Council of Europe member states.

For residents and businesses operating in Monaco, the strategy signals a formal commitment to transparency at the highest levels of government. The three-year timeframe sets clear milestones for implementation, with a dedicated steering committee responsible for overseeing progress and reporting back to international monitoring bodies.
